​The National Dialogue Committee resumed its works on June 25, 2012 at the Presidential Palace in Baabda chaired by His Excellency President Michel Sleiman and with the participation of the dialogue parties. Were absent former Premier Saad Hariri and Samir Geagea, as well as former Vice Premier Farid Makari for travel reasons and Minister Mohammad Safadi due to sickness.
His Excellency the President inaugurated the meeting by evaluating the works of the previous meeting and by underlining the positive internal, regional and international reactions to the «Baabda Declaration » and especially that of the Secretary-General of the League of Arab States and the Secretary General of the United Nations, stressing the need to commit to implementing its articles.
President Sleiman called the dialogue parties to discuss the agenda as stated in the letter of invitation that he had addressed to them, which was agreed upon by the National Dialogue Committee in the first session especially the issue of the national defense strategy, including the issue of weapons.
His Excellency the President voiced his readiness to propose a comprehensive national defense strategy.
Following deliberations, the National Dialogue Committee agreed on the following:
1- Respecting Baabda Declaration items, especially regarding the security, media, and political appeasement, the Lebanese army's support, and the disassociation of Lebanon from regional and international conflicts as well as preventing that Lebanon becomes a basis or a corridor to smuggle weapons or fighters.
2- Resuming discussions on a national defense strategy, including the weapons' issue, during the upcoming session and considering the President's proposal as a starting point for discussion.
3- Requesting the government to proceed with the mechanisms for implementing the decisions adopted within former dialogue sessions.
4- Requesting the Government to continue implementing the Taef accord decisions and those of the National Dialogue Committee pertaining to the Palestinian issue in all its aspects, to devise a mechanism to implement these decisions including activating and forming the necessary committees, be it to address the living, social, and humanitarian situation in cooperation with the UNRWA and other international organizations or the weapons outside the camps.
5- Asserting rejection of the use and carrying of arms on the internal Lebanese arena and underlining lifting any political cover in favor of weapons.
6- Ensuring that there is no alternative for dialogue to reach a national defense strategy including addressing the weapons issue in order to preserve stability and national unity, and thus striving to maintain this dialogue’s vitality and perseverance by concurring on a road map, complete phases, and implementation mechanisms for the decisions adopted.
7- The next session for the National Dialogue Committee is scheduled to take place on July 24, 2012 at 11:00 a.m., at Baabda Presidential Palace.
