President Aoun: “President Macron’s initiative is still ongoing, and he received all my support according to the principles announced by the French President”.
 
PM-Designate: “The consensus on the basis of which the national mission was accepted no longer exists, and the formation of the specifications set, is doomed to failure”.
 
PM Adib: “Out of my concern for national unity, I apologize for pursuing the task of forming the Government, and the French initiative must continue because it expresses a sincere intention to support Lebanon”.
 
Presidency General Directorate: “President Aoun informed the PM-Designate that he accepts his apology and he will take appropriate measures in accordance with the provisions of the constitution”.
 
 
President Michel Aoun accepted the apology of Prime Minister-Designate, Dr. Mustafa Adib, for not forming the new Government, and wished him success thanking him for his efforts.
The PM-Designate said “When the effort to form a Government reached its final stages, it became clear that this consensus, on the basis of which it was based before this difficult national mission in this difficult circumstance in Lebanon’s history, no longer exists. The formation of the specifications set, is doomed to failure. Out of concern for national unity, with its constitutionality and charters, I apologize for continuing the task of forming the Government”.
President Aoun had met the PM Designate, at 11:00am today, and discussed with him the difficulties encountered in the Government formation process.
The President considered that the French initiative, launched by President Macron, is ongoing and has received all his support, according to the French President’s announced principles.
At the end of the meeting, the PM-designate presented his letter of apology to the President of the Republic.
Book of Apology:
The following is the text of the book of apology presented:
“Your Excellency the President of the Republic, the Respected General Michel Aoun,
Based on the provisions of the second paragraph of Article 64 of the Constitution, and based on the letter of your Excellency issued on 31/8/2020 to assign me to form the Government, I convey my apology to your Excellency , for not continuing the mission, thanking you for your efforts and wishing you success, and I pray for God almighty to protect Lebanon”.
Statement of Apology:
After his meeting with the President, the PM-designate made the following statement to the press:
“When a large majority of the nation’s representatives nominated me in the binding consultations, and His Excellency the President asked me to form the Government, I was honored to accept on the basis that I will not exceed the two-week deadline to form a miniature rescue Government, with a specific and detailed reform mission based on the overwhelming reform demands of the Lebanese, and based on what is best for us. A Government of specialists known for experience, integrity and knowledge in administration, and none of which have party affiliations, or designated by parties.
And I was very optimistic knowing that all these specifications were agreed upon by the main blocs in the Parliament and committed themselves to them in front of the French President, Emmanuel Macron, the founder of the international rescue initiative available to our country in a meeting that took place earlier this month in the Pine Palace, in which the detailed and necessary economic, financial and administrative reforms were noted, during the first three months of the Government’s lifespan and in which the same blocs committed themselves to support, in the honorable Parliament.
On the other hand, it was clear that the Government formation with these specialized specifications based on competence and integrity, and its commitment to the parliamentary blocs in the detailed economic, financial and administrative reform program would allow President Macron to fulfill his promise to mobilize the international community to support Lebanon, starting with an international conference in Paris about a month after it was achieved. The Government has trust in the Parliament. What has increased my speculation is that the detailed program of economic, financial and administrative reforms that everyone committed to on the first of September constituted an almost ready draft of the ministerial statement, especially since I clearly announced to all parliamentary blocs that I have no intention, personally or of any Government formation about which I am about to enter in any political matter, which is what I have requested in the form of a categorical commitment from all the names that though about proposing it from within Government formation.
Immediately after I started parliamentary consultations to form the Government, a number of Parliamentary blocs announced their intentions not to name anyone the Government with their commitment to facilitate its work, while the rest of the blocs informed me that there are no conditions for such a Government, except for the commitment of the draft agreed upon economic, financial and administrative reforms. I also informed all the blocs that contacted me after the consultations, that I am not about to favor one political group over another, or in the process of proposing names that may constitute a provocation to any party, regardless of their professional or administrative competencies for the required position, which was met with the satisfaction expressed by all blocs. As the effort to form the Government reached final stages, it became clear to me that this consensus on the basis of which I accepted this national mission in this difficult circumstance in the history of Lebanon no longer exists, and since the formation of the specifications that I have set has become preceded by failure, and out of my concern for national unity in its constitution and charters. I apologize for not pursuing the task of forming the Government, wishing for those who will be chosen for the arduous task after me, and for those who will be chosen, full success in facing the imminent dangers facing our country, our people and our economy. On this occasion, I extend my thanks to His Excellency the President, General Michel Aoun, to the former Prime Ministers who supported me in my mission, to the members of the Parliament and to the media professionals who accompanied us throughout this period.
I also convey a sincere apology to the Lebanese people who have suffered and are suffering, and who understand me for not being able to achieve the aspiration of a reform team that crosses the rescue window that was opened by President Macron’s thankful initiative for Lebanon and the Lebanese. I stress that this initiative must continue because it expresses the sincere intention of the friendly French state and President Macron  personally to support Lebanon.
May God protect Lebanon and the Lebanese”.
Statement of the General Directorate of the Presidency of the Republic:
Subsequently, the General Directorate of the Lebanese Presidency issued the following statement:
“The President of the republic, General Michel Aoun, received the Designated Prime Minister, Dr. Mustafa Adib, today at 11:00am, who presented the difficulties and obstacles he had faced in the process of forming the Government, and then submitted a letter of his apology for not forming the Government.
The President thanked the PM-Designate for the efforts he had exerted and informed him the approval of his apology. The President will also take appropriate measures in accordance with the provisions of the Constitution”.
