President of the Republic, General Michel Aoun, signed
Decree No. 9129 dated May 12, 2022. The decree sets the cost of living
allowance for employees and workers subject to the Labor Law.
Text:
Article 1: The minimum monthly wage specified by Decree 7426/2012 and to the basis
of the monthly wage that the wage earner was receiving on 1/3/2022, an increase
in the cost of living of:
1- Wages which do not exceed 4,000,000 LBP (four million
Lebanese pounds): one million three hundred and twenty-five thousand Lebanese
pounds.
2- As for the monthly wage that exceeds 4,000,000 LBP
(four million Lebanese pounds): the amount determined by collective agreements
and negotiations in accordance with what is specified in the ILO agreements
concluded from Lebanon, in particular the ILO Convention regarding fixing the
minimum wage No. 131 concluded According to Legislative Decree No. 70 dated
25/6/1977.
Article 2: Added to the official minimum wage set by Decree No. 7426 dated
25/1/2012 and to the daily wage base that the wage earner was receiving on
1/3/2022 an increase in the cost of living of:
1- For the daily wage that does not exceed 182,000 LBP
(one hundred and eighty-two thousand Lebanese pounds): 61,000 LBP (sixty-one
thousand Lebanese pounds).
2- As for the daily wage that exceeds LBP 182,000 (one
hundred and eighty-two thousand Lebanese pounds): the amount determined by
collective agreements and negotiations in accordance with what is specified in
the ILO agreements concluded from Lebanon, in particular the ILO Convention on
setting the minimum wage No. 131 concluded under Legislative Decree No. 70
dated 25/6/1977.
Article 3: These increases granted under this decree are considered to be the
earnings that are taken as the basis for calculating the contributions of the
National Social Security Fund in accordance with what is specified in Article
68 of the law establishing it.
Article 4: The provisions of this decree shall be applied to all employers and
employees who are subject to the provisions of the Labor Law issued on
9/23/1946.
Article 5: This decree shall be published where needed, and shall come into force
as of April 1, 2022.
